Specifically pack banners? I've been looking for a good app/website for days now and I'm coming up short. Any suggestions?

If you're talking photo editing, Photoshop is still my go-to. You can get it for roughly $10/month here: http://www.adobe.com/creativecloud/photography.html
GIMP is a free alternative, but I don't have much experience with it: https://www.gimp.org/
