so I was wondering; If a pack was green lit but the character is still in a pack, could they still recruit for the pledged pack? Or would you have to wait until the character is in the pledged group and has already left the pack?

CMs don’t police that - even for founders. Pledged is more of an OOC title in that it allows players to see how many members are interested in a forming pack.
We’ve had packs formed piggybacking off of existing packs with no LW or PLEDGED titling in the process. It isn’t something required of all forming packs and certainly isn’t something players need to title for while making a pack.
So long as the toon is actively recruiting for this prospective pack in the thread (and not recruiting for the pack it exists in presently) it should count towards formation as long as the pack is green lit.
