Ok so say I have a WF character that joins a pledged group. Could that character be added towards the member count? I'm curious because I've seen WF tie themselves to wolf packs in the past.

Nope! Characters must be 50%+ wolf to be counted as a member of a pack.
WF can be unofficially affiliated though!
