that's pretty much it... I'm hoping to reclaim an account/character/Name that was never used... How should I go about it

You can reclaim an account name if it meets the requirements outlined here.
You may not reclaim a character, even with zero posts, unless the owner of the account (and the character) relinquishes it either to you directly or via the Maintenance thread linked above.
