If one had proven themselves Burke would be the nicest guy around and help them out but if they were a stranger to him then why help them if they were not going to be an asset to him. He had loyal members already.

Technically there was no method to be 'worthy'. Burke looked for uniqueness in a wolf and how they presented themselves. All were different and with a special eye catcher Burke had to see. If he didn't see that then it was too bad for the other wolf. The female before him might have an abstract pattern in her coat with the white and black but other than that he couldn't really see beyond that. He couldn't look into someone's mind after all.
