"When not sure, it seems better to stay neutral. Cicero told this Scimitar that Blackfeather Woods is a familial pack that is neutral and stays to themselves." That was what Cicero nearly always told other packs, anyway, because it was the truth to his eyes.
And anyway — "It was a long time ago, was it not? Maybe it is better to bury the hatchet." Instead of letting the wounds of the past, wounds from before Cicero's own (sentient) lifetime, fester.
