It is a curse, and the only way to end it is to either find a wetnurse or to kill the foal. 

She had seen it happen. She had seen a mare drop her foal, and then drift away, not even turning back to clean the afterbirth from its pelt. She moved away, eyes filmy, and ate. The foal was forgotten almost immediately- and dispatched mercifully.
