Dragoncrest Cliffs why do birds appear every time you question the government?

It hurts for several minutes. Trying to breathe takes more effort than it ever has surely, this can’t be the way she dies, right? She’d gone through a war! Not that she saw anything, but she’d still gone and risked her life and here, losing control of everything is how she goes?
