Fin needed to remind herself that she was a beta wolf now, so she couldn't exactly waltz up to strangers at their borders and invite them out moose-tipping, even though that's probably what she would normally have done. That or screw with their heads. ...Well, maybe she could still do that. Peregrine probably wouldn't have minded at least.
