How are pack ranks determined?

How are pack ranks determined? I've noticed they seem to change a lot, with my character's ranks either rising or degrading. What determines a high place?, what does it mean if you've dropped a tier? Also, if your pack does not have a beta, can you apply for it somehow?

This is actually up to your pack's Pack Managers, so you would be better served asking them about it directly. But lots of PMs base it on (relative) activity, involvement with the pack, contributions (trades/skills), etc.

Seadog's ranks are based entirely off of IC impression towards the Alpha's, Depp particularly likes Rain, but her lower in status is because of lack of IC interaction, Sen's player and I converse OOCly about what our character's opinions are towards the wolves in SS. We change ranks every Sunday.
