Although Ico felt strongly that Germanicus would be a marvelous leader, he could also see lucidly why the man himself was doubtful. To guard and guide better suited his character, and such things were in opposition to the types of leader Ico knew. That was another thing... the boy had yet to meet a perfect leader. Perhaps that was why he let himself glide into imagination when meeting someone like Germanicus.
