Staying planted where he stood was probably what kept him alive in that moment, although he did not know it. Roh had his own urges when things were thrown (like sticks and balls) or when things ran (like squirrels, or the human pup) and he had learned quickly that the humans would also react if he did; tugging at his throat for obedience if he got too riled, or chasing him if he went somewhere he shouldn't be. He knew when not to run, is the point. He knew when not to become prey.

Then, the strangest thing happened. The big dog looked at him (which alone made him nervous and twitchy and anxious all over) and then they spoke. Roh's little head tilted and the base of his ears twitched; his little nose wriggled for a moment, and he said, Yes. It struck him afterwards that this big wild thing might not be as dangerous as he first thought, but Rohirrim would remain wary just in case.
