Arbiter was on her own for this particular patrol (as far as she knew at least, if one of the kids was following, they were being awfully sneaky about it).  She wasn't too far off when the call came.  Not anyone she was familiar with, but sounded like they wanted Mona?  Well, whatever, she'd find out soon enough what was up, not that she was particularly expecting trouble or something.  

When she showed up on the scene with her usual prowl, it turned out that it wasn't just one wolf, but two -- a gold man and his floppy-eared miniature. Hm.  She stopped and regarded them both for a moment longer before asking, Can I help you?
Arbiter is often not a nice person and will think mean things without acting on them.
