Arbiter was certainly not entirely herself here. She was probably harder to read than usual and if anything, somewhat indecisive in addition to seeming more standoffish. She trusted Law not to lie, not to mention it'd make no sense to do so. He was unlikely to gain anything by doing so. It didn't mean that she had to go and accept that this was all by chance and everything was going to be sunshine, though. Perhaps it was just old habits -- you were supposed to defer to your older siblings, after all, and she hadn't been a proper adult around them very long before heading out.
After staring at Law for a beat longer, she finally looked to Terance, took a sidestep closer to him and touched her nose to his cheek.

Arbiter is often not a nice person and will think mean things without acting on them.
