Arbiter never spent much time out on the moor. To put it simply, she preferred the predictability of the winds elsewhere and the terrain that appealed more to prey so she didn't have to venture as far to hunt. After all, if she was to put forth the energy for a chase outside of her own forest, she demanded success. There was no other option. Not to mention the moor was equally close to Easthollow so there was twice the chance someone had been through to collect all the edible creatures that they could catch.
Still, these were not the best of times, she had to do things she was not as happy with for the good of those she gave a damn about. And so she prowled. Thus far, no signs worth her attention. She didn't feel desperate or anything, but she knew that if she did stop, things would likely get that way. And hence, she explored all options. A gust brought to her the scent of another -- and not of Easthollow -- which piqued her attention and caused her to redirect her path.
Eventually she spotted her. The other woman was of comparable size, though her pattern made no question that she was not of Dokuga blood -- this was no shadow following Law. Perhaps if crossing a wolf with an inverted skunk was a thing that might explain some, but reality was far more boring. Still, Arbiter appreciated soldiers, if that's what this one was, and was curious to see just who they were. Strangers kept things interesting -- sometimes at least. After waiting a moment, she woofed, waited, and watched.

Arbiter is often not a nice person and will think mean things without acting on them.
