So Arbiter was at least reasonable at talking up her pack. She knew that for some it might seem impossible but she was fairly sure she wasn't reaching too far with it. Maybe some individuals might, but eh. That's something they had to deal with, and they were probably the sort that created their own disappointments really frequently.
