heat; responding to a thread made before july 1st?

can a character go into viable heat when responding to a thread made before july 1st?

let's say in july, a female replies to a post made in june, and is established to be in heat in the time of that thread. could she conceive and give birth on-site?

as long as the thread was created before july 1st (and takes place IC before july 1st), it can be used as a conception thread. who starts the thread is irrelevant. :)
