Since Wintersbane is leaving Ironclan to Umbra, would I have to resubmit to do a greenlit? Since he originally submitted it?
Especially if we gain enough members / threads to officially form?
If there was also some minor changes to make like ranks and stuff, or would I just submit it when the time comes?

Yes, you will need to submit as a new application if the PM has changed. The new PM needs to meet the 30 days + 50 posts requirement, and previous threads will not count toward the formation.
If, however, Wintersbane is still active and a leader when the original pack forms, the transfer can happen immediately after the pack is set up (provided the new leader meets our PM requirements). This would also allow you to use any current threads from the original green light.
